If no construction has started the permit <br /> becomes null and of no effect. The owner can request a six <br /> month extension from the Board of County Commissioners if the <br /> request is received before the permit expires ." Section 7.9 <br /> provides that " if actions required in any amendment <br /> establishing a PD district are not taken within the time limit <br /> set, the Zoning Officer shall review the circumstances and <br /> recommend to the Planning Board and Board of County <br /> Commissioners: <br /> a) that PD zoning for the entire area be continued with <br /> revised time limits; or <br />
