1 <br /> APPROVED SEPTEMBER 2 , 1986 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> AUGUST 4, 1986 <br /> The Orange County Board of Commissioners met in regular session on h <br /> August 4, 1986, 7: 30 p.m. in Superior Courtroom, Orange County <br /> Courthouse, Hillsborough, North Carolina. <br /> BOARD MEMBERS PRESENT: Chair Don Willhoit and members Shirley <br /> Marshall, Moses Carey, Ben Lloyd and Norman Walker. <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant <br /> County Manager Albert Kittrell, Clerk to the Board Beverly A. Blythe, <br /> Planning Director Marvin Collins and Planner Eddie Kirk. <br /> A. BOARD COMMENTS <br /> None. <br /> B. AUDIENCE COMMENTS <br /> 1. MATTERS ON THE PRINTED AGENDA <br /> Chair Willhoit stated that those persons desiring to speak to <br /> items on the printed agenda would be recognize at the time that item is <br /> discussed. <br /> 2 . MATTERS NOT ON THE PRINTED AGENDA <br /> Mr. Bill Ray announced that in Cedar Grove there is about 15 <br /> acres of water that he would like to offer for use by those in the <br /> southern end of the County when needed. <br /> Chair Willhoit asked that the County Manager make an inventory <br /> of those water resources available in Cedar Grove. He noted that OWASA <br /> has identified other sources of water and that any other sources located 1 <br /> in the northern end of the County be maintained for use by Hillsborough. <br /> C. APPOINTMENTS <br /> D. MINUTES <br /> Items moved to the end of the agenda. <br /> E. PUBLIC HEARINGS <br /> 1. PD-2-86 HEARTWOOD AT BLACK MOUNTAIN - CONTINUATION TO RECEIVE <br /> DUKE UNIVERSITY COMMENT <br /> Marvin Collins presented comments from Duke University on the <br /> proposed planned development rezoning and Class A Special Use Permit <br /> request submitted by Spence and Lyn Dickinson. The comments from Duke <br /> University indicated agreement with the number of dwelling units <br /> proposed and the positioning of the homesites. It suggested restrictive <br /> covenants to protect the buffer or some form of conservation easement. <br /> The package plant would be of some concern as it appeared to drain <br /> northward to a small stream eventually flowing to New Hope Creek. <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Lloyd to continue the public hearing until August 19, 1986 to receive <br /> the Planning Board recommendation. <br /> VOTE: UNANIMOUS. <br /> 2 . WOODS EDGE MOBILE HOME PARK <br /> Marvin Collins presented for consideration of approval a <br /> modification to the Woods Edge Mobile Home Park Planned Development <br /> special use permit.
