A water shortage shall be deemed to exist, with respect to <br /> University Lake, whenever the level of University Lake reaches <br /> the second of the six stages shown on Table 1, or whenever <br /> emergencies develop such that citizens cannot be supplied with <br /> water to protect their health, safety and welfare without <br /> curtailing the water demand. <br /> C. In the event of a water shortage in either University Lake or. <br /> Lake Orange or both, the Chairman of the Board of County <br /> Commissioners is authorized, empowered, and directed to issue a <br /> public proclamation declaring to all persons the existence of <br /> such state and the severity thereof, and place in effect the <br /> restrictive provisions authorized in Article 3 of this ordinance. <br /> ARTICLE 2. Unlawful to Use Water Contrar to Provisions of this Ordinance. <br /> The streamflow requirements of the no River set forth in Table II, <br /> shall be in effect at all times from the effective date of this ordinance. <br /> From the effective date of this ordinance it shall be unlawful and a violation <br /> of this ordinance for any water user to cause the streamflow to be reduced <br /> below the levels herein set or to exceed the transfer limitations herein set. <br /> With written approval by the Orange County Manager transfer <br /> limitations may be waived on a temporary basis in order to comply with physical <br /> system limitations which require the transfer of larger quantities. When an <br /> exception is granted the water transferred in any one transfer shall not exceed <br /> the sum of seven times the daily transfer limitations for the user. The water <br /> transferred weekly to the user requesting an exception shall not exceed the <br /> water usage/allocation limit for the user established in Table II.
