Members may be appointed to successive terms without <br /> limitation. <br /> Section 3.2 Meetings and Officers of JPAC. <br /> A. The JPAC shall meet upon the call of the chairman or <br /> vice-chairman and may also establish a regular meeting <br /> schedule. <br /> B. A quorum for the JPAC shall consist of four <br /> members, including at least one representative from- . <br /> each jurisdiction . Alt actions of this commission <br /> shall be by majority vote, a quorum being present. <br /> C. The JPAC shall hold an organizatiornai meeting <br /> annually during the month of January . At this meeting , the . <br /> commission shall select from among its members a chairman and - <br /> vice-chairman . Vacancies in either office may be filled by <br /> the commission for the remainder of the term of office. <br /> Section 3.3 Powers and Duties of JPAC . <br /> A. The Joint Planning Advisory Commission shall : <br /> 1 . Review and monitor the joint planning process <br /> under this agreement and make recommendations <br /> for improvements; <br /> 2. At least every five years undertake a- compre-- • <br /> hensive review of and make proposals concerning <br /> those matters referenced in Subsection 2.6B . <br /> 3. Make recommendations on map and text changes as <br /> provided in Section 2. 6; <br /> 4. Undertake studies and make recommendations <br /> concerning the development of the joint planning <br /> area; <br /> 5 .
