3. Applications would begin with and end with <br /> the Towns. Orange County would be given an <br /> opportunity to make recommendations on any <br /> of application . <br /> 4. A Joint Planning Advisory Commission would be <br /> created comprised of two members each from <br /> each Planning Board . The Commission would <br /> review and monitor the Joint planning <br /> process, conduct a comprehensive review of <br /> the agreement and area boundaries every five <br /> years, make recommendations on map and text <br /> changes, and undertake studies concerning the <br /> development of the joint planning area. <br /> 5. Chapel Hill and Carrboro would mutually agree <br /> upon a line, beyond which , neither would seek. <br /> to annex or establish extra-territorial <br /> jurisdiction . <br /> 6. Violations of ordinances would be addressed <br /> by initiation of legal action by the Towns. <br /> The consent of and formal participation by. <br /> the County would be sought. <br /> Orange County would retain control over the land <br /> use plan, but it would be subject to the approval <br /> of the three jurisdictions. Orange County would <br /> also retain a "courtesy review" role in being <br /> able to make recommendations regarding <br /> development applications . <br /> The Board of Commissioners requested that Chapel <br /> Hill comment on the proposal prior to its <br /> consideration . The Town Council met in a work <br /> session on Tuesday, July 1 , and by general <br /> concensus agreed that formal adoption of the <br /> Joint Planning Area Land Use Plan should occur <br /> first. Following adoption of the Plan, a <br /> committee should be established comprised of one <br /> elected official and the management staffs of <br /> each jurisdiction to meet and discuss the joint <br /> planning agreement. The Chapel Hill Town Council <br /> did not address the specific proposals made by <br /> the Town of Carrboro. <br /> RECOMMENDATION: As the Board decides. <br />
