DATE: June 3, 1986 <br /> RE: Heartwood — Proposed Planned Development <br /> Upon review of the preliminary site plan for the proposed Heartwood <br /> Development, I find. only a couple of areas of concern from a recreation and <br /> park perspective. <br /> 1. The recreation facilities should be handicap accessible, in as much as <br /> possible. Handicap parking spaces and, if necessary, ramps should <br /> . always be provided at recreation areas. All walking and hiking paths <br /> should be constructed to have no more than 5% slope to accomodate the <br /> . infirmed and handicapped. <br /> Handicap parking spaces should be barrier-free and identified for use by <br /> individuals with physical disabilities. Spaces should be at least 12 ' <br /> feet in width and should be designed as follows: <br /> a..- So that handicapped individuals are not compelled to wheel or walk <br /> behind parked cars. <br /> b. So that handicapped individuals can get into and out of an <br /> automobile onto a level surface, suitable for wheeling and walking_ <br /> c. In conjuction with sidewalk cut-sways and/or ramps, not exceeding <br /> five percent (5%) slope. <br /> 2. The tot lot area should be defined/enclosed with a barrier to prevent <br /> pre-schoolers from running out into the trail and/or pond area. <br /> 3. Riding/hiking trails require a minimum of 6-8 feet in width with a <br /> minimum of an additional 2 feet either side and 10 feet over-head <br /> clearance. This allows for the multiple use for both riding and hiking. <br /> Thank you for the opportunity to make these staff comments.
