(Carr <br /> Store Building) . <br /> NEED: The County, in anticipation of space needs , acquired a <br /> building (Carr Store) by entering into a five year lease <br /> purchase agreement effective July 1, 1985. In order that <br /> the space be utilized to the County's advantage, extensive <br /> renovation work is required and has been budgeted in the <br /> 1985-86 budget with the second phase being included in the <br /> anticipated 1986-87 budget. <br /> Bids were solicited on June 25 , 1986 with adequate vendors <br /> responding to three of the four construction sections. <br /> According to General Statute 143-132, no contract for <br /> construction or repairs shall be awarded "unless at least <br /> three competitive bids have been received from reputable and <br /> qualified contractors regularly engaged in their respective <br /> lines of endeavor." Since only two plumbing bids were <br /> received, the bid will be readvertised and received on July <br /> 15. At the first meeting in August the Board will be asked <br /> to award that single remaining section of this project. <br /> IMPACT: Contingent upon approval of the appropriation included in <br /> the 1986-87 budget, funds will be available to complete the <br /> three sections, mechanical , electrical and general as well <br /> as provide for the plumbing contract when that bid is <br /> received. The monetary impact for the three sections is <br /> $229,021 and the architects estimate for plumbing is $30,000 <br /> thereby requiring a maximum expenditure for renovation on <br /> this project of $259,021. Alternates two, four and five are <br /> included in this total figure. <br /> RECOMMENDATION: Contingent upon the adoption of 1986-87 budget, <br /> recommendation is made to award the bids for <br /> renovation of the Revere Street County Annex to D.W. <br /> Ward Construction, Durham, NC as general contractor, <br />
