They serve <br /> the purpose of drawing attention to an event or observance that <br /> is taking place in the community at a particular time. In this <br /> sense a proclamation serves as a form of publicity for the <br /> event. <br /> Because of the number of proclamations brought forth by commu- <br /> nity groups and their non-binding content many cities have <br /> authorized their mayors to sign them without appearing on an <br /> agenda. <br /> Issues brought up with regard to the issuance of the Anti <br /> Discrimination Proclamation were: <br /> 1. Whether the Chair of the Board had authority to sign the <br /> proclamation. <br /> 2. Whether citizens of the County thought it was coming from <br /> the Board. <br /> Since proclamations are not specifically addressed in the <br /> Board's Rules and Procedure Guide clarification of responsibi- <br /> lity and procedure for proclamation issuance is needed. <br /> RECOMMENDATION(S) : <br /> As the Board decides. <br />
