DIRECTOR: <br /> THOMAS M.WARD <br /> Mr. Don Willhoit, Chair <br /> Orange County Commissioners <br /> Court House <br /> Hillsborough, N.C. 27278 <br /> Re: County Personnel Ordinance <br /> Dear Mr. Willhoit: <br /> The Social Services Board met today and desires to be on record at the <br /> public hearing regarding the 1986-87 budget as strongly urging the Board of <br /> Commissioners to honor commitments in two areas made to our employees via <br /> the county personnel ordinance. <br /> The first area is the continuance of a meaningful merit policy. We have <br /> recently evaluated each staff member and outlined goals and improvements in <br /> performance needed. It is extremely difficult to administer such policy <br /> without rewards for those who improve performance. In lean financial years <br /> some reductions may have to be made, however, continued support for a merit plan <br /> is essential. <br /> The second area is the personnel ordinances' commitment to tuition refund <br /> payments (Section 16.1.4) for county staff. This item needs to be separately <br /> funded from the line item departmental budgets to insure the intent of the <br /> ordinance maybe implemented. <br /> Your consideration in these matters is greatly appreciated. <br /> Sincerely, <br /> .
