EUBANKS LANDFILL USAGE COMPLAIN <br /> The County Manager summarized a meeting he had with the staff of the <br /> landfill. Three (3) organizations have permission to enter the landfill <br /> before normal business hours. They include the two sanitation departments <br /> of the County and the Town of Chapel Hill and the physical plant department <br /> at the University. <br /> Commissioner Walker questioned the use of the landfill by the University <br /> since it belongs to Chapel Hill, Carrboro and Orange County. <br /> Ken Thompson explained that the University uses the landfill at around <br /> 7: 00 a.m. It is the City and the County that use the landfill at 3: 00 a.m. <br /> The Town of Chapel Hill operates the landfill and permission to the Univer- <br /> sity was granted by the City. They have assured that no toxic wastes are <br /> being dumped in the landfill. <br /> Discussion ensued with comments from citizens in the audience. <br /> Motion was made by Commissioner Walker, seconded by Commissioner Lloyd <br /> to request that Terry Dover of the Division of Solid and Hazardous Waste <br /> with the Department of Natural Resources provide information indicating the <br /> amount of hazardous waste produced by the University and the designation of <br /> such materials. <br /> VOTE: UNANIMOUS. <br /> F. ITEMS FOR DECISION - CONSENT AGENDA <br /> The County Manager recommended the following action by the Board: <br /> 1. EXTENDED TELEPHONE AREA SERVICE COST DATA <br /> To approve the following recommendations made by the Technical <br /> Telephone Task Force to the Orange county Commissioners that: <br /> a. Centel be requested to present a comprehensive list of the <br /> software features that will be initially installed in Hills- <br /> borough and their itemized justification for excluding <br /> features. <br /> b. Centel be requested to present a comprehensive list of <br /> auxiliary equipment that will be initially installed in <br /> Hillsborough. <br /> c. The North Carolina Utilities Commission be requested to <br /> examine these lists, findings in this report including service <br /> problems and the timing of the proposed upgrades and render an <br /> opinion as to the ability of the proposed installation to meet <br /> the needs of the service area, and as to the timeliness of the <br /> upgrades. <br /> d. Centel be asked to accelerate the installation schedule of the <br /> switch. <br /> e. this Task Force continue to monitor the upgrade process and <br /> continue to evaluate the condition of the outside plant and <br /> toll facilities of Centel. <br /> f. this task force engage a similar review of phone service <br /> provided by Southern Bell, General Telephone and Mebane Home <br /> Phone throughout the rest of the County. <br /> g. Since SouthernNet has expressed an interest, encourage it to <br /> connect a fiber optic line directly to the Hillsborough switch <br /> to provide a much needed alternative path to the world, and <br /> h. seek enhanced 911 service with the delivery of the switch <br /> since factory installation is cheaper than dealer add-ons. <br /> 2 . DISPOSAL OF PROPERTY FOR COMMUNITY DEVELOPMENT <br />
