The lot and mobile home located on <br /> Riddle Avenue was acquired during the Community Development <br /> activities in Northern Fairview as a part of the property <br /> acquisition process. The mobile home located in the <br /> Councilville Community was purchased in December, 1983 to <br /> provide a site office for Orange County Community Develop- <br /> ment staff. Since the Councilville project is in the <br /> process of being closed out, the staff has moved from this <br /> site to the Chapel Hill Section 8 -:office in the Old Police Building. <br /> The property was advertised as provided in G.S. 160A-26B, <br /> sealed bids were solicited and opened at 3:00 p.m. , May 8, <br /> 1986, a tabulation of which is attached. This process <br /> contains no provision for an upset bid. The property was <br /> advertised twice in both the Durham and Chapel Hill <br /> Newspapers, in addition to a general solicitation of mobile <br /> home sales organizations and park owners. <br /> IMPACT: Funds deposited to the Community Development program income <br /> account will be $1702.65 for the mobile homes and $3500 for <br /> the lot if bids are awarded. <br /> RECOMMENDATION: Award bid to Mr. Jack Payne for the 12' x 56' mobile <br /> home FOR A SUM OF $500; Mrs. Janet Thomas for the 12 ' x 60 ' <br /> mobile home for a sum of $1202.65; allowing the security <br /> deposits on each to be used as a part of the bid price; and <br /> to authorize the Director of Purchasing to release titles on <br /> mobile homes to parties indicated above. <br /> Reject bid for land due to disparity between bid price and <br /> its appraised value and authorize the Director of Purchasing <br /> to advertise for rebid using the public auction upset bid <br /> method as provided in the General Statutes. <br />
