Walker: <br /> At the June 17, 1986 regular meeting of the Board of <br /> Commissioners several items were discussed with the Board's <br /> preference of support stated and voted thereon. <br /> The first of these items (teals with the issue of impact <br /> fees. After a public hearing;° in which no private citizen <br /> opposition was expressed, the:,-Board adopted .=•:'a resolution <br /> requesting special legislation;" in the 1986 "w Session of the <br /> General Assembly `-to _enable the County to establish a system <br /> of impact fees. r,Su_ ch fees are 'needed to accommodate the <br /> Carrboro Land <,'1,1's6-:-- Ordinance `:,;an-d_'''=the - :Chapel Hill Land <br /> Development Ordinance-in: the Joint Planning Area. Also they <br /> are needed countywide to mitigate the cost of':: new public <br /> facilities on the- existing property owners. please note that <br /> we have broadened the :purpose -=,for which the ,fees could be <br /> applied to better;: fit,-county functions by including school <br /> capital and water and sewer facilities :(section 1.b.2) . <br /> A second item the B�_: <br /> oard discusseci wasTMthe Governor's <br /> proposed one-time General Fund transfer to increase highway <br /> funding. The Board voted against the proposal indicating <br /> that the State should first demonstrate its willingness to <br /> fulfill its present responsibility for school current <br /> expense funding before adding other purposes for General Fund <br /> support. <br /> Another item was in support of a disclosure statement <br /> for elected officials. The Board approved the attached <br /> resolution which was recommended by the Orange County <br /> Democratic Party at its convention on April 5, 1986. <br />
