In addition, to accommo- <br /> date the Carrboro Land Use Ordinance and the Chapel Hill Land <br /> Development Ordinance and the Chapel Hill Land Development <br /> Ordinance it will be necessary for impact fee authority to be in <br /> place in the joint planning area. Impact fees are mechanisms in <br /> which the new development share's the public cost associated <br /> with demands and burdens placed on public service delivery <br /> systems create by the new development. In essence, impact fees <br /> are designed to help defray the costs of expanding public faci- <br /> lities. <br /> 'A/draft of the bill was provided to the Board in the June 5, 1986 agenda. <br /> CO'-'1MENDATION: As the Board decides. <br />
