IEV- 2 - AS PROPOSED BY C.A.S.H. (Coatliton for Alternatives to Shearon Harris) • <br /> RESOLUTION REQUESTING INCLUSION OF ORANGE COUNTY IN SHEARON HARRIS EVACUATION PLAN <br /> Whereas regulations of the United States Nuclear Regulatory Commission <br /> (NRC) require official evacuation plans only for communities within a ten-mile <br /> radius of nuclear power plants in the event of an accident, and yet recent <br /> accidents at the nuclear power plants at Three Mile Island in Pennsylvania and <br /> at Chernobyl in the Ukraine, USSR, have demonstrated that the risks to human, <br /> animal, and plant life exposed to harmful levels of radiation extend far beyond <br /> a ten-mile radius, and <br /> Whereas Orange County and its citizens are mainly located within twenty- <br /> to-forty miles of the proposed Shearon Harris nuclear power plant and are there- <br /> for at risk, with prevailing winds in our direction one day out of five, of <br /> exposure to harmful levels of radiation in the event of a major accident at <br /> Shearon Harris, and <br /> Whereas the Nuclear. Regulatory Commission` has announced that, in the <br /> coming years, there is a fifty-fifty chance of an accident similar to the one <br /> at Chernobyl occuring at a reactor in the ;,United States, and <br /> Whereas NRC records show that Carolina Power and Light, the utility <br /> that would operate the Shearon Harris plant, has one of the worst safety records <br /> of any utility company in the United States, thereby increasing the likelihood <br /> of an accident at its Wake County nuclear power plant, and <br /> Whereas the Wake County Sheriff's Department has concluded that problems <br /> of drug abuse during construction of Shearon Harris were widespread among both <br /> workers and supervisors, the consequences of which are still under investigation, <br /> Now therefore be it resolved that the Board of Commissioners of Orange <br /> County request inclusion of Orange County in the official evacuation plan for <br /> the proposed Shearon Harris nuclear power plant in the event of an accident. <br /> Be it further resolved that the Board of Commissioers of Orange County <br /> reserves the right to evaluate the evacuation plan for brange County and its <br /> citiznes and to approve and recommend improvements to this plan. <br /> Be it further resolved that the Board of Commissioners of Orange County <br /> requests that final approval of the license for Carolina Power and Light to <br /> operate the Shearon Harris nuclear power plant be subject : to prior approval <br /> of the official evacuation plan by all affected communities and the complete <br /> resolution of all safety issues currently under NRC investigation. <br />
