RESOLUTION <br /> WHEREAS, after 15 years of planning and construction, Carolina Power & Light <br /> Company's Shearon Harris Nuclear Plant is essentially complete and represents an <br /> investment of at least $3.6 billion, and <br /> WHEREAS, construction of the Harris Plant has been closely supervised and <br /> reviewed by the appropriate federal and state regulatory agencies, and those agencies <br /> will continue to monitor its operation to ensure the safety of the public, and <br /> WHEREAS, after reviewing alternatives, regulatory agencies have recommended a <br /> mix of nuclear and fossil base load plants and conversion of the Harris Plant to a non- <br /> nuclear fuel source is not economically feasible, and <br /> WHEREAS, the Harris Plant, like eleven other nuclear units providing electricity <br /> for the Carolinas, will be operated by skilled and highly trained personnel, and <br /> WHEREAS, in the unlikely event of an accident, the reinforced concrete <br /> containment building structure, as well as redundant safety systems, will prevent <br /> radioactivity from escaping to the environment in harmful amounts, and <br /> WHEREAS, the State of North Carolina has a complete emergency plan to evacuate <br /> 10 miles around the Plant, if necessary, and the emergency plan has been approved by <br /> federal authorities and has been successfully tested, and <br /> WHEREAS, the Orange County Commissioners have confidence in the regulatory <br /> process and Carolina Power & Light Company's ability to operate the Harris Plant in a <br /> manner that will protect the health and safety of the people of Orange County; <br /> BE IT RESOLVED THAT, the Orange County Commissioners support the State's <br /> emergency plan and urge the towns and municipalities in Orange County to cooperate and <br /> work with the North Carolina Division of Emergency Management in developing their <br /> own respective emergency plans. <br /> Adopted this the day of , 1986. <br />
