A RESOLUTION EXPRESSING GRAVE CONCERN OVER THE SHEARON HARRIS <br /> NUCLEAR PLANT AND REQUESTING STEPS BE INITIATED TO BETTER INFORM <br /> AND PROTECT THE CITIZENS OF CHAPEL HILL FROM ANY EFFECTS OF THE <br /> NUCLEAR PLANT (86-6-9/R-1b) <br /> WHEREAS, the Council of the Town of Chapel Hill is strongly <br /> committed to protecting the general health, safety, and welfare <br /> of the citizens of Chapel Hill and Orange County; and <br /> WHEREAS, emergency management is a primary function of County <br /> government and the Town of Chapel Hill strongly and actively <br /> supports and participates in emergency and disaster planning on <br /> a County-wide basis; and <br /> WHEREAS, the pending licensing, loading, activation, and opera- <br /> tion of the Shearon Harris Nuclear Plant has the Council gravely <br /> concerned over the potential effects the plant would have upon <br /> the general health, safety, and welfare of the citizens of <br /> Chapel Hill and Orange County; and <br /> WHEREAS, in 1979, the Council appointed a Citizen's Task Force <br /> to assess the effects of the Shearon Harris Nuclear Plant on <br /> Chapel Hill; and <br /> WHEREAS, the Task Force, comprised of prominent and <br /> well-informed citizens of Chapel Hill, after conducting several <br /> hearings with experts and the general public over a seven-month <br /> period, strongly advocated caution, prudence, and safety in <br /> regard to all implications of Chapel Hill' s proximity to the <br /> nuclear plant; and <br /> WHEREAS, the Council wishes to express its grave concern to the <br /> Governor, the U.S. Nuclear Regulatory Commission, the Federal <br /> Emergency Management Agency, State Emergency Management offi- <br /> cials, and Carolina Power and Light over the potential hazardous <br /> effects a nuclear power plant and its byproducts may have upon <br /> Chapel Hill citizens; <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of <br /> Chapel Hill that in the interests of protecting the general <br /> health, safety, and welfare of its citizens the Council does <br /> hereby request the appropriate authorities institute the follow- <br /> ing safety measures prior to any licensing, loading, activation, <br /> and operation of the Shearon Harris Nuclear Plant: <br /> 1. That the Nuclear Regulatory Commission and the Federal <br /> Emergency Management Agency extend the required nucle- <br /> ar power accident emergency zone and emergency notifi- <br /> cation system to include the Town of Chapel Hill, <br /> 2. That Carolina Power and Light and State Emergency <br /> Management officials assist Orange County Emergency <br /> Management and Town officials in preparing and testing <br />
