The purpose <br /> of the request is to permit construction of a seventy <br /> eight (78) lot subdivision to be developed in three <br /> phases. <br /> Roads constructed to NCDOT standards and dedicated public <br /> are proposed to be constructed to serve the subdivision. <br /> All lots will be served by public water and sewer service <br /> from OWASA. <br /> The property is designated Ten and Twenty Year Transition <br /> Area and zoned Residential--I1 (R-2) . Rezoning of the <br /> property was approved by the Board of Commissioners on May <br /> 5, 1986. This district permits the development of single <br /> family residential housing on minimum lot sizes of 20,000 <br /> square feet. <br /> The property is located within the Chapel Hill /Carrboro <br /> School District and the New Hope Fire District. <br /> Approval of the request would allow development of the <br /> seventy-eight lot subdivision in three phases with lot <br /> sizes ranging from 20,000 to 39,525 square feet. Using <br /> 9.51 trips per day per residence, an additional 742 trips <br /> per day would be generated by the development. (SEE <br /> Traffic Impact Study for further data. ) <br /> The Planning Staff recommends approval of the Preliminary <br /> Plan with the following conditions: <br /> 1 ) include area south of stream buffer and west of <br /> Kosnikowski property as part of a lot or designate as <br /> open space <br /> Smith recommended that this condition be revised to <br /> "designate southern edge of stream buffer of Lot 09" . <br /> 2) designate remaining acreage of original tract for <br /> "future development" <br /> 3) indicate total acreage and open space acreage <br /> 4) include notation on applicable setback dimensions and <br /> revise the front and side setbacks for corner lots to <br /> comply with the provisions of the Orange County Zoning <br /> Ordinance <br /> 5) include complete notation on plat regarding restricted <br /> use of stream buffer <br /> 6) provide dedicated 10 'x 701 sight easements at all <br /> street intersections <br /> 7) provide a turn lane on Homestead Road as recommended <br /> by NCDOT <br />
