1 V 4 <br /> IMPACT: Approval of the request would allow development of the seventy- <br /> eight lot subdivision in three phases with lot sizes ranging <br /> from '20,000 to 39,525 square feet. A 1985 NCDOT traffic count <br /> on Homestead Road indicated it handled 2,861 trips per day.. <br /> Using 9.51 trips per day per residence, an additional 742 trips <br /> per day would be generated by the development. (SEE Traffic <br /> Impact Study for further data. ) <br /> The road system and lot layout of the subdivision was developed <br /> and agreed upon by the applicants, the Town of Carrboro <br /> Planning Director and the Orange County Planning Department in <br /> advance of formal application for preliminary plan approval . A <br /> copy of the submitted preliminary plan was forwarded to the <br /> Town of Carrboro staff for their information . The attached. <br /> letter was forwarded by the Zoning Administrator In response to <br /> the receipt of the plan . The County's response to these <br /> recommended conditions is as follows: In reference to conditi- <br /> on 01 the extension of this cul -de-sac would require a second <br /> crossing of -the stream which crosses the southern portion of <br /> the property in an east-west direction . This cul-de-sac is <br /> both unnessary and undesireable and was not a component of the <br /> agreed upon road system for the subdivision . In reference to <br /> the recommended condition #3 NCDOT standards apply to proposed <br /> public roads in the County 's jurisdiction. Road construction <br /> plans must be submitted to and approved by NCDOT for final plat <br /> approval . In reference to condition #2 Claymore Road will <br /> function as a collector road at the time other adjoining <br /> properties are developed . It will for this subdivision <br /> function as a sub-collector road and under the County <br /> Subdivision Regulations requires a 50' right-of-way. Under the <br /> County Subdivision Regulations a 70' right-of-way is required <br /> for a collector road. Given the Iiklihood that the property, <br /> when developed , will be subject to annexation the request for <br /> additional road right-of-way is reasonable. The County <br /> Subdivision Regulations, however, require that a 70' right-of <br /> way be provided for a collector road. <br /> RECOMMENDATION: The Planning Board recommends approval of the Preliminary <br /> Plan with the following conditions: <br /> 1 ) designation of the southernmost boundary of the stream <br /> buffer on Lot #9 on the Final Plat <br /> 2) designate remaining acreage of original tract for <br /> "future development" <br /> 3) indicate total acreage and open space acreage <br /> 4) include notation on applicable setback dimensions and <br /> revise the front and side setbacks for corner lots to <br /> comply with the provisions of the Orange County Zoning <br /> Ordinance <br /> 5) include complete notation on plat regarding restricted <br /> use of stream buffer <br /> 6) provide dedicated 10 'x 70 ' sight easements at all <br /> street intersections <br />
