Motion was made by Commissioner Lloyd, seconded by Commissioner <br /> Carey to approve the Preliminary Plan subject to the following conditions: <br /> (1) designation of the southernmost boundary of the stream buffer on <br /> Lot #9 on the Final Plat. <br /> (2) Designate remaining acreage of original tract for "future <br /> development" . <br /> (3) Indicate total acreage and open space acreage. <br /> (4) Include notation on applicable setback dimensions and revise the <br /> front and side setbacks for corner lots to comply with the <br /> provisions of the Orange County Zoning Ordinance. <br /> (5) Include complete notation on plat regarding restricted use of <br /> stream buffer. <br /> (6) Provide dedicated 10 ' x 70' sight easements at all street <br /> intersections. <br /> (7) Provide a turn lane on Homestead Road as recommended by NCDOT. <br /> (8) Provide temporary turn-arounds within dedicated rights-of-way as <br /> required by NCDOT. <br /> (9) Renumber lots consecutively within phases. <br /> (10)Provide a 60' right-of-way for Claymore Road. <br /> VOTE: UNANIMOUS. <br /> 10. MEL-OAK PHASE II PRELIMINARY PLAN <br /> Marvin Collins presented for consideration of approval the <br /> Preliminary Plan for Mel-Oaks Phase II Subdivision. Calvin Mellott has <br /> requested approval of a subdivision for 10 acres of land located off Jones <br /> Ferry Road (SR 1942) on an extension of a previously created road known as <br /> Mel Oak Drive in Chapel Hill Township to permit construction of an eight (8) <br /> lot subdivision. The property is designated Rural Buffer and Protected <br /> Water Supply Watershed - University Lake. The property is zoned R-1 and <br /> Protected Watershed II. The Planning Board recommended approval with the <br /> attachment of seven (7) conditions. Three of the conditions have been <br /> satisfied. <br /> Motion was made by Commissioner Lloyd, seconded by Commissioner <br /> Marshall to approve the Preliminary Plan for Mel-Oak Phase II with the <br /> attachment of the following conditions: <br /> (1) Provide a 300' right turn lane taper on Jones Ferry Road as <br /> recommended by NCDOT. <br /> (2) Provide a temporary turnaround within a dedicated right-of-way <br /> for Mel Oak road as required by NCDOT (Compliance with this <br /> condition requires that the cul-de-sac be platted as part of the <br /> right-of-way and not as part of a lot. ) <br /> (3) Provide a dedicated 10 ' x 70 ' sight easement at the intersection <br /> of Mel Oak Drive and the future right-of-way extension to the <br /> Nancy Williams Lands (Compliance with this condition requires <br /> that the sight easements be platted as part of the right-of-way <br /> and not as part of a lot. ) <br /> (4) Revise the plat in compliance with the requests of NCDOT: <br /> (a) delete the dedicated right-of-way for the cul-de-sac <br /> platted for Mel Oak Phase I and incorporate the right-of-way <br /> into Lots #7, 8 and 9 (Compliance with this condition requires <br /> that Lots #8 and 9 be replatted with the revised right-of-way. ) <br /> (b) Provide for the transition in right-of-way between the 60' <br /> and 50 ' sections of Mel Oak Drive (Compliance with this <br /> condition requires that the Final Plat correspond with NCDOT <br /> approved road construction plans. ) <br /> 5. Replat the cul-de-sac for Mel Oak Drive to terminate at the <br /> southern lot lines, of Lots #18 and 19 and designate a dedicated <br /> 50 ' right-of-way extending from the cul-de-sac north to the <br /> McLamb property (ADDED BY PLANNING BOARD - Planning Staff <br /> recommended that Mel Oak Drive extension be constructed across <br />
