O R A N G E C O U N T Y <br /> BOARD OF COMMISSIONERS hi <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date June 17, 1986 <br /> Action Ada <br /> Item # <br /> SUBJECT: RECLASSIFICATION OF QUAKER LAKE AND GRAHAM-MEBANE WATERSH DS <br /> DEPARTMENT: PLANNING PUBLIC HEARING Yes x x <br /> No <br /> Attachment(s) Information Contact: SUSAN SMITH <br /> REQUEST LETTER <br /> RESOLUTION <br /> Telephone Numbers <br /> Hillsborough - 732-8181 <br /> Durham - 688-7331 <br /> Mebane - 227-2031 <br /> Chapel Hill - 968-4501 <br /> PURPOSE : To adopt a resolution of support for the City of Graham's <br /> request for reclassification of Quaker Lake and Graham-Mebane <br /> watersheds. <br /> NEED: The City of Graham is requesting reclassification of the two <br /> referenced watersheds under the new classifiicatio.n system and <br /> has requested Orange County 's support. <br /> Under the current classification- scheme these two watersheds <br /> are designated A- II . The current classification provides no <br /> distinction between headwater water supplies with no or few <br /> sources of pollution and run-of- the-river supplies or <br /> impoundments which have numerous potential sources of point and <br /> non-point pollution . The proposed classifications (WS- i , WS- <br /> II , WS- III ) are defined according to the amount and types of <br /> permitted point source discharges and include a land use <br /> management requirement to control non-point sources of <br /> pollution. All waters currently classified as A- II will <br /> initially be classified as WS- III . Reclassification of these <br /> waters will be conducted on a case-by-case basis following the <br /> development of a land use management plan by the local <br /> authority and will require a public hearing. <br /> IMPACT: A resolution of support may result in reclassification of the <br /> watersheds to the more protected class WS- I . <br /> A reclassification to WS- I would provide recognition of and <br /> incentive for potential users to select more protected sources <br /> or take actions to protect existing sources. <br /> RECOMMENDATION: Adopt the resolution of support . <br />
