He spoke about the <br /> evacuation plan and explained the 10-mile evacuation zone. <br /> He summarized those groups and persons who have endorsed the <br /> opening of the nuclear plant. He asked consideration be given <br /> to the resolution CP&L has distributed. <br /> DISABLED PERSONS OPPOSED TO SHEARON HARRIS <br /> LINDA BROYLES asked CP&L about the evacuation of the handi- <br /> capped and Lilly indicated that the evacuation plan is <br /> detailed and assured Ms. Broyles that assistance will be <br /> available for those who are handicapped. She thanked the Board <br /> for being receptive to the citizens who are concerned about <br /> the start-up of Shearon Harris. She criticized CP&L and their <br /> lack of concern for the citizenry around the plant and lack of <br /> a specific procedure for disabled citizens. She asked that <br /> the uncertainties be addressed by CP&L. <br /> Chair Willhoit made comments about his resolution and indicated it <br /> includes the formation of a "blue-ribbon" task force which would have the <br /> responsibility of addressing those concerns expressed by the citizens of <br /> Orange County. CP&L endorsed the forming of a task force and pledged <br /> cooperation. <br /> Commissioner Carey recommended an amendment to the resolution as pre- <br /> sented by Chair Willhoit which would request that CP&L do a study for con- <br /> version of the Shearon Harris Nuclear Plant to nonnuclear fuel use and that <br /> this study be made available to the general public. <br /> Commissioner Marshall questioned the concern expressed by Phyllis <br /> Lotchin that CP&L address the worst case scenario in their evacuation plan. <br /> Edward Lilly expressed his confidence that the evacuation area of <br /> 10 miles will be sufficient. <br /> Motion was made by Commissioner Carey, seconded by Commissioner Marshall <br /> to approve the following resolution as presented by Chair Willhoit with an <br /> amendment as indicated above and listed below as #4. <br /> A RESOLUTION REGARDING THE SHEARON HARRIS NUCLEAR PLANT <br /> WHEREAS, the Orange County Board of Commissioners is strongly committed to <br /> protecting the general health, safety, and welfare of the citizens of Orange <br /> County; and <br /> WHEREAS, the Orange County Commissioners have ultimate responsibility for <br /> the protection of people and property within Orange County; and <br /> WHEREAS, numerous citizens have expressed grave concern over the potential <br /> effects the plant could have upon the general health, safety, and welfare of <br /> the citizens of Orange County; and <br /> WHEREAS, the ten-mile evacuation planning zone is predicated on a Loss of <br /> Coolant Accident rather than a "worst case scenario" and the Chernobyl <br /> nuclear disaster indicates the need to restudy the size of the evacuation <br /> planning zone; and <br /> WHEREAS, prompt notification of events that may endanger citizens is crucial <br /> to implementation of effective emergency plans; and <br /> WHEREAS, independent monitoring of the environs of the plant would help to <br /> reassure citizens that the plant was operating properly; and <br /> WHEREAS, the Board of Commissioners wishes to express its grave concern to <br /> the Governor, the US Nuclear Regulatory Commission, the Federal Emergency <br /> Management officials, and Carolina Power and Light over the potential <br /> hazardous effects a nuclear power plant and its byproducts may have upon <br />
