091 <br /> DRAFT PB MINUTES 5-19-86 PAGE 5 <br /> GENDA ITEM #7c: LYNW00D ACRES II : DIVISION OF LOT 1 - PRELIMINARY <br /> Presentation by Smith. <br /> The purpose of this agenda item is to consider approval <br /> of the Division of Lot 1 in the Lynwood Acres II <br /> Subdivision, property of Nell and Lou S. Beard. <br /> The property in question is located on Damascus Church <br /> Road (SR 1940) In Chapel Hill Township. The property is <br /> referenced as Lot 15 of Tax Map 118. It is bordered by <br /> residential development. It is bordered by residential <br /> development. The tract is designated as Rural Buffer <br /> and University Lake Water Supply Watershed on the Land <br /> Use Plan . <br /> There are two (2) lots proposed; the sizes are 6.32 <br /> acres and 2.09 acres, outside of the right-of-way. The <br /> property is zoned Rural Residential and subject to the <br /> overlay zoning district Water Quality Critical Area <br /> (WQCA) . Proposed access is provided to the site via an <br /> Orange County Class "C" private road named Mr. Neil <br /> Road . <br /> Fire protection for the property is provided by the <br /> Damascus Fire District. Law enforcement is provided by <br /> the Orange County Sheriff 's Department. It will be <br /> patrolled on a 24 hour basis . <br /> Development of this subdivision would have minimal <br /> impact on the area. The projected traffic generation <br /> for this subdivision is approximately 19.02 trips per <br /> day. According to the Department of Transportation, the <br /> 1985 (most current) traffic count for SR 1940 as <br /> determined from the south side of SR 1942 is 800 average <br /> daily trips . <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan contingent upon the condition that the <br /> applicant provide a vicinity map on the Final Plat . <br /> MOTION: Kramer moved to recommend approval with the staff <br /> condition . Seconded by Shanklin . <br /> Kizer inquired if this subdivision had been submitted <br /> previously. Smith noted that it was seen as Lynwood <br /> Acres I and referred Board members to the history of <br /> Lynwood Acres included in the agenda packet. <br /> Jacobs inquired how the S & E Officer 's comments were <br /> incorporated. Smith responded that Warren Faircioth, <br /> S & E Officer was highlighting some options for the <br /> applicant. Smith noted that inspectors throughout the <br /> area seem to be having some problems with the <br />
