In addition, to accommo- <br /> date the Carrboro Land Use Ordinance and the Chapel Hill Land <br /> Development Ordinance and the Chapel Hill Land Development <br /> Ordinance it will be necessary for impact fee authority to be in <br /> place in the joint planning area. Impact fees are mechanisms in <br /> which the new development share's the public cost associated <br /> with demands and burdens placed on public service delivery <br /> systems create by the new development. In essence, impact fees <br /> are designed to help defray the costs of expanding public faci- <br /> lities. <br /> IMPACT: The General Assembly has established June 11, 1986 as the dead- <br /> line for receipt of local bills for consideration during this <br /> summer's short session. The Town of Chapel Hill has adopted a <br /> resolution requesting special legislation for impact fees while <br /> the Town of Carrboro requested and received special legislation <br /> in 1985. <br /> RECOMMENDATION: <br /> Adopt resolution requesting the local legislative delegation to <br /> introduce special legislation which will amend existing enabling <br /> statutes to allow impact fee authorization. <br />
