SECTION IX. BUDGET CONTROL: The Board of Commissioners, in approving this budget, has utilized <br /> to the fullest extent possible its revenue. sources. Over collections of revenue or unanticipated <br /> revenue sources cannot be expected to materialize during the year. It is, therefore, of utmost <br /> importance, and the County Manager is hereby directed, to initiate steps to insure that the budget <br /> as fixed herein is lived within. <br /> General Statutes of the State of North Carolina provide for budgetary control measures to -exist <br /> ! between a County and Public School System. The Board of Commissioners hereby directs the following <br /> measures for budget administration and review: <br /> Per General Statute 115-429 (c) the Board of Education shall supply copy of its final budget <br /> (once adopted) , annual audit, monthly financial reports, copies of all budget amendments to the <br /> Board of Commissioners as to the disbursement and use of local monies granted to the Board of <br /> Education'by the Board of Commissioners. <br /> Operating funds encumbered by the' County as of June 30, 1986 are hereby reappropriated to this budget. <br /> SECTION X. TRANSFER OF FUNDS BETWEEN OBJECT ACCOUNTS: The County Manager is authorized to <br /> transfer funds within an appropriation in accordance with provisions of the Local Government Budget <br /> and Fiscal Control Act, Section 159-15 provided that the following guidelines are satisfied. <br /> l. The transfer involves receipt and appropriation of grant funds or contracts which have been . <br /> approved by Board action involving acceptance of the grant or award of the contract@# or <br /> 2. The transfer is for the purpose of more appropriate accounting methods and does not involve *a <br /> change in purpose for which the funds are to be spent. <br /> Any such transfers shall be reported to the Board of Commissioners at 'its next regular meeting and <br /> shall 'be entered in minutes. <br />
