099 <br /> c. If cluster open/recreation space is not dedicated for <br /> public use, it shall be subject to approved legal <br /> arrangements sufficient to assure its maintenance and <br /> preservation for the intended purpose as provided in <br /> Section V IMPROVEMENTS. <br /> IV-B-5-e Approval of Preliminary Plan <br /> An approved preliminary subdivision plan shall provide for a <br /> total environment better than that which could be achieved <br /> under standard regulations and shall be reviewed according to <br /> the following criteria. <br /> (a) Individual lots, buildings and streets shall be designed <br /> and situated to minimize alteration of the natural site <br /> features to be preserved <br /> (b) The usability of cluster open/recreation space shall be <br /> determined by the size, shape, topographic and location <br /> requirements specified in Section IV-B-7-b. <br /> (c) Cluster open space shall include irreplaceable natural <br /> features such as, but not limited to, streams, <br /> significant stands of trees, individual trees of <br /> significant size and/or species, uncommon plant <br /> communities, wildlife habitats and rock outcroppings. <br /> (d) Cluster recreation space shall be easily accessible to <br /> pedestrians, including the handicapped. <br /> (e) The suitability of cluster open space intended for <br /> scenic value shall be determined by its visibility from <br /> adjoining properties and streets and shall seek to <br /> lessen the area devoted to motor vehicle access. <br /> (f) Diversity and originality in lot layout shall be <br /> encouraged to achieve the best possible relationship <br /> between the land and the development <br /> (g) Up to one-fourth of the land with slopes greater than <br /> fifteen percent may be removed or altered only when such <br /> slopes are small and isolated and otherwise do not <br /> adversely affect their design of the development. <br /> (h) At least twenty percent of the gross land area is <br /> designated as common open space. <br /> IV-B-5-f Application Requirements <br /> In addition to the information specified in Section III -D <br /> for Preliminary Plans, applications must be accompanied by: <br /> a. Applications shall be identified as Cluster Development <br /> Subdivision - Preliminary Plan <br />
