Condition of soil , ground water <br /> level , drainage and topography shall all be appropriate to both <br /> the kind and pattern of use intended. <br /> If appropriate to the form of planned development, lands to be <br /> included In PD districts may be divided by streets,alleys, rights-- <br /> of-way or easements, but shall be so located, dimensioned and <br /> arranged as to permit unified planning and development to meet <br /> all requirements in connection therewith, as well as to provide <br /> necessary protection against adverse relationships between uses <br /> in the district and uses in surrounding areas. <br /> 8.23 .2 Planned Development Housing SPD-H) Districts <br /> The following regulations and requirements apply to Planned <br /> Development - Housing (PD-H) districts, defined for purposes of <br /> these regulations as planned development districts primarily for <br /> dwellings and related uses and facilities . <br /> 8.23 .2a) PD-H Districts: Where Permitted : Intent Concerning Timing, <br /> PD-H districts may hereafter be established in accordance with <br /> the general procedures and requirements set forth in Article 7 <br /> and with intensities and in locations in accordance with the <br /> Comprehensive Plan and the Zoning Atlas. Application criteria <br /> shall be as set forth in Article 4 for the various districts. <br /> With respect to timing of development of particular PD-H <br /> districts, it is intended that, in addition to other policies and <br /> limitations set forth in this ordinance, consideration shall be <br /> given to general housing needs in Orange County as a whole, the <br /> sector in which development is proposed, and the need for <br /> particular types of housing. In such consideration, due weight <br /> shall be given to availability of existing housing supply of <br /> types for which there is evident need of In view of the age <br /> structure and economic structure of the population, and to the <br /> amount and types of potential housing under building permits <br /> issued and approved plans for development. <br /> 8.8.23 .2b) - , _ g . ; - • <br /> a. Permitted Principal uses and structures shall be according to <br /> Article 4 for the applicable residential district. <br /> b . Permitted Accessory Uses and Structures <br /> Uses and structures which are customarily accessory and clearly <br /> incidential to permitted principal uses and structures, <br /> including, in a multi-family buildings having a total of at least <br /> fifty dwelling units, establishments for sale of convenience <br /> goods, eating and drinking establishments and professional and <br /> personal service establishments shall not total an amount equal <br /> to ten percent of the residential floor area of such multi-family <br /> building (or complex) .
