8.5 .3 Approval of Final Plans <br /> After a PD district has been established, no building permit <br /> shall be issued therein unless and until the Zoning Officer has <br /> approved final plans and reports for the development as a whole <br /> or stages or portions thereof deemed satisfactory in relation to <br /> the total development. <br /> The form and content of such final plans and reports shall be as <br /> prescribed in the zoning ordinance or other regulations, <br /> generally or for particular PD districts, and in the rules of the. <br /> County and other affected agencies. <br /> Approval of final plans and reports shall be based on compliance <br /> with regulations applying at the time the land was zoned to PD <br /> status, including such specific modifications as were made by the <br /> Board of County Commissioners in its amending action . <br /> 8.5 .4 County Manager Certification <br /> The Orange County Manager shall certify that the Special Use <br /> Permit, with any imposed conditions, as approved by the Board of <br /> County Commissioners or Board of Adjustment, as appropriate. <br /> 8.5 .5 Issuance of Building Permits_ <br /> Upon approval of final plans and reports, building permits shall <br /> be issued in the same manner as for building permits generally, <br /> provided that any requirements concerning the order and location <br /> in which building permits are to be issued in the particular PD <br /> district shall be observed . Except as provided below, final <br /> plans and reports approved shall be binding on the applicants and <br /> any successor in title, so long as the PD zoning applies to the <br /> land. <br /> 8.5 .6 Approval of Detailed Plans is An Administrative Action <br /> Approval of detailed plans and related material is an <br /> administrative action . No public notice or hearing is required <br /> in connection with approval proceedings of final plans or changes <br /> in approved plans, but the Zoning Officer may hold meetings or <br /> cause such meetings to be held with such notice as is deemed <br /> appropriate in connection with such action . <br /> 8.6 Contents of Application for approval of A Special Use <br /> The application for approval of a Special Use shall be submitted <br /> on forms provided by the Zoning Officer. Such forms shall be <br /> prepared so that when completed a full and accurate description <br /> of the proposed use, including its location, appearance, and <br /> operational characteristics shall be disclosed . Additionally, <br /> the forms shall , when completed by the applicant, disclose the <br /> name( s) and address(es) of the owner(s) of the property involved, <br /> and all relevant information needed to show compliance with the <br />
