A sketch plan illustrating the location, <br /> size and major design elements of the development of the site <br /> must be submitted five (5 ) working days prior to the pre- <br /> application meeting . The Planning Department may request that <br /> representatives of other public agencies be present at the <br /> pre-application meeting. These agencies shall include, but <br /> not be limited to, the Orange County Planning Board, the <br /> Orange County Recreation Department, the Orange County Health <br /> Department, the municipalities of Chapel Hill , Carrboro, <br /> Hillsborough and Durham, the North Carolina Department of <br /> Transportation and OWASA. <br /> 8.4 . 1 Application Submitted to Zoning Officer <br /> Application for approval of Special Uses shall be filed with <br /> the Zoning Officer, who shall , before accepting any <br /> application, ensure that it contains all required information, <br /> as specified elsewhere in this Article, and ail plans, maps, <br /> studies and reports which mpy reasonably be required to make <br /> the determinations called far in the part icy l ar case g ith <br /> sufficient cop Les_ for necessary referrals and records. <br /> Applications which are not complete, or otherwise do not <br /> comply with the provisions of this Article, shall not be <br /> accepted by the Zoning Officer, but shall be returned <br />
