064 <br /> EXHIBIT A <br /> CONTRACT FOR SERVICES BETWEEN THE TOWN AND ORANGE COUNTY <br /> A. DUTIES OF CONSULTANT <br /> The' County will provide technical services to rehabilitate rental <br /> housing units. Tasks to be performed include, but are not limited to <br /> the following: <br /> 1. Inspect units, verify eligible rehabilitation costs, and prepare an <br /> itemized list of rehabilitation activities and their associated cost <br /> estimates (work write-up) . The County rehabilitation staff shall <br /> incorporate inspection report findings from.the Town of Chapel Hill and <br /> the Orange County Section 8 program into its analysis. <br /> 2. Prepare specifications and bid documents necessary to solicit bids <br /> on the work by qualified contractors. For owner-contractors, prepare <br /> specifications. <br /> 3. Solicit and receive bids, prepare.bid tabulation sheets, and <br /> recommend bid awards (not applicable in the case of an owner- <br /> contractor) . <br /> 4. Hold pre-construction conferences. <br /> 5. Monitor rehabilitation activities by inspecting work in progress <br /> regularly (minimum of weekly) , and make final rehabilitation <br /> inspection to ensure compliance with all contract specifications, <br /> requests Town inspection for code compliance, and make follow-up <br /> inspection 60 days after project is completed. <br /> Certify to the Town the approval of completed rehabilitation <br /> mmmmm a ' •vibes in accordance with Town, HUD, and N.C. Housing Finance <br /> Ay, -71, laws and standards, including cost-certification of <br /> rehabilitation by owner-contractors. <br /> 7. Provide completed case files with all documentation of each step in <br /> the rehabilitation process to the Town of Chapel Hill upon completion <br /> of this contract. <br /> 8. Provide technical assistance to help the Town investigate and <br /> resolve any rehabilitation problems, concerns, and complaints for a <br /> period of one year after the completion of unit rehabilitation, or <br /> until the Town closes the program with HUD or the N.C. Housing Finance <br /> Agency, whichever occurs later. <br /> The Town has a goal of twelve (12) units under construction by <br />
