GCCy <br /> MEETING DATE May 20, 1986 <br /> SUBJECT: Rental Rehabilitation Agreement <br /> DEPORT:& Community Development PUBLIC HEARING: ,YES x NO <br /> ATTACHMENT(S) : INFORMATION CONTACT: Tara Fikes <br /> Agreement for Consultant Services PHONE NUMBERS: HILLSBOROUGH- 732-8181 <br /> HILLSBOROUGH - 732-9361 <br /> CHAPEL Hill - 967-9251 <br /> MEBANE- 227-2031 <br /> DURHAM-688-7331 <br /> PURPOSE: To consider entering into an Agreement for Consultant Services <br /> with the Town of Chapel Hill to provide housing rehabilitation <br /> services for the Rucltal._Rehabilitation Program. <br /> NEED: The Town of Chapel Hill has been awarded HUD sponsored Rental <br /> Rehabilitation Grant funds. The Rental Rehabilitation Program <br /> administered by the N.C. Housing Finance Agency provides match- <br /> ing rehabilitation funds for rental property owners with a <br /> maximum grant amount of $5,000 per unit. The Town of Chapel <br /> Hill is responsible for the rehabilitation of thirty (30) rental <br /> units over two years. However, the Town desires the County's <br /> assistance in the actual physical rehabilitation of an initial <br /> fifteen (15) units. More specifically, the Town of Chapel Hill <br /> would handle the administration and the County would provide <br /> technical expertise during the construction phase. This would <br /> require the services of the County's rehabilitation staff and <br /> these additional units could be incorporated into the present <br /> rehabilitation work schedule. An administrative fee of $800.00 <br /> per unit would be charged to the town. The County has been <br /> awarded an Annual Contribution Contract by HUD to provide Section <br /> 8 certificates and vouchers for units rehabilitated under the <br /> Rental Rehabilitation Program. The County will receive <br /> administrative fees for each Section 8 certificate/voucher issued. <br /> IMPACT: The Agreement will provide rehabilitation services to the Town <br /> of Chapel Hill and enhance the County's Section 8 program by <br /> adding fifteen (15) additional Section 8 units. <br /> RECOMMENDATION(S) : Approve the execution of the Agreement for Consultant <br /> Services. <br />
