-34- <br /> FOOD STAMPS <br /> Intake/Workflow/Case Management - <br /> In Orange County the intake worker takes applications for food <br /> stamps which are considered expedite (little or no income, little or <br /> no liquid reserve) and also takes those applications for households <br /> who have never received in Orange County. These applications are <br /> taken on the same day that the client visits the Department of Social <br /> Services. All other applying N.A. households -(non-expedited/ <br /> previously received in Orange County) are given an a <br /> interviewed by one of four caseload workers (cases divided <br /> alphabetically) . In addition to being intake worker, this position <br /> also carries 1/2 of the pure P.A. caseload (supervisor carries other <br /> half) . For her caseload of PA cases, the intake worker would <br /> recertify those cases, handle the M/R forms for those subject to Food. <br /> Stamp monthly reporting and also do any other miscellaneous- changes as <br /> necessary. The supervisor would conduct same activities for her <br /> caseload; each worker is responsible for doing all types of case <br /> . - actions (intake, see above, recertifications, changes and monthly <br /> reporting) . Overall, it appears the system operates effectively, <br /> however, Orange County has had some problems with overdue <br /> applications. It appears time spent on case actions by 4 caseload <br /> C workers is higher than time spent on case actions by intake worker. <br /> Please note that the intake worker has other duties (conducts 2nd <br /> party reviews when supervisor is out, covers caseload of any of 4 <br /> caseload worker who is out) . It appears Orange County needs to <br /> evaluate whether these other activities make up the difference between <br /> time spent on case actions by the four caseload workers. Four <br /> caseload workers have assigned days in Chapel Hill to conduct <br /> recertification appointments and to cover intake. One procedural <br /> deficiency noted is that applications are not registered on the day <br /> taken or the next day. as required by policy. <br /> Strong Points Noted in the Intake/Workflow/Case Management Area:. <br /> 1. Overall work is processed relatively quickly, average number of <br /> days to process applications was 19 for months of 10/85 and 1/86. <br /> Also IMR has noted very few problems in the areas of overdue <br /> recertifications and untimely changes. There are some problems <br /> - <br /> • .with overdue applications. <br /> 2. 100% 2nd party review activity on cases completed by workers <br /> 002-006. Review of cases by IMR in previous monitoring <br /> activities indicates documentation and verification of files <br /> appears to be better than most other counties with which IMR is <br /> familiar. <br /> 3. QC error rate information shows that for the period 10/84 <br /> - 9/85 the dollar rate for Orange County was 1•. 940. This <br /> compares very favorably with other -Region III counties. _ <br />
