-30-
The -AFDC supervi-sor is responsible for the foster care caseload.
She also backs up intake and, as noted above, is first in
responsibility for telephone inquires (from non-recipients) .
Positive Aspects
1. Workloads for review workers appear to allow for quality work;
2. All case actions reviewed by supervisor;
3. Worker-supervisor ratio good;
4. Clients in Chapel Hill area can be served by that office;
5. Systems in place for review efficient - very few overdue reviews;
6. Documentation by the application workers is generally thorough;
7. Overdue applications are held to a minimum;
Negative Aspects
1. ESs are expected to file their own mail when case record is in
file room;
2. Supervisor carries caseload (foster care) ;
3. Supervisor responsible for telephone intake
' .4. Telephone calls from medical providors cause undue work increase
for review workers - they must check application 1
as well as own caseload to determine if log book in hall
p
recipient. It is estimated that several calls areareeceived each
week by each worker.
Possible Improvements (Both Units)
1. Increase clerical support for filing (and pulling records if
needed) ;
2. Increase clerical support for telephone requests for verification
a) from housing authority
b) from hospitals
Both agencies should be asking for verifications in writing;
3. Recommend that an additional ES I position be added to the MAABD
unit. This worker would absorb the overflow of application
actions which is presently being carried by the AFDC intake
workers and the MAABD unit supervisor.
4. . The foster care caseload could then be shifted to the AFDC
application workers.
•
