-20- . SUMMARY OF SERVICES RECOMMENDATIONS 1. The social services delivery system is complex. It is strongly recommended that a Service Director position be created to coordinate activities of the services section and to assure overall compliance with administration and program policy, both in Northern and Southern Orange (see recommended organization structure for services section) .. 2. Re-assign the Day Care Coordinator to the Services Director (see recommended organization structure for services section) . 3. Presently, the Social Services Director supervises the following line workers: 1) Adoption 2) Foster Care 3) Permanency Planning 4) WIN 5) Long Term Care Re-assign the above five workers supervised by the director. Assign a full-time secretary position to the director (see recommended organization structure for services) . 4. Broaden and increase the social work responsibilities of the day care workers through the proposed restructuring of the services section. Also, note Illustration of Child Day Care Work Flow on page 21. 5. Eliminate the day care unit and re-assign staff (see recommended services structure) 6. Re-assign some existing clerical staff to the individual service units (see recommended services structure) . While this suggested change may present some minimal draw-backs in terms of cost, the efficiency may equal the trade-off. In addition, the .structure being recommended by this study is not that different (cost-wise) from the existing structure (please refer to page 22 and note Orange County Department of Social Services Clerical Support Comparison as of 2-28-86 ) . 7. Establish at a minimal, semi-annual staff meetings with all agency employees. 8. While the Review Team has submitted a Recommended Organization Structure for Services, alternate models are also included.
