-20- <br /> . SUMMARY OF SERVICES RECOMMENDATIONS <br /> 1. The social services delivery system is complex. It is strongly <br /> recommended that a Service Director position be created to <br /> coordinate activities of the services section and to assure <br /> overall compliance with administration and program policy, both <br /> in Northern and Southern Orange (see recommended organization <br /> structure for services section) .. <br /> 2. Re-assign the Day Care Coordinator to the Services Director (see <br /> recommended organization structure for services section) . <br /> 3. Presently, the Social Services Director supervises the following <br /> line workers: <br /> 1) Adoption <br /> 2) Foster Care <br /> 3) Permanency Planning <br /> 4) WIN <br /> 5) Long Term Care <br /> Re-assign the above five workers supervised by the director. <br /> Assign a full-time secretary position to the director (see <br /> recommended organization structure for services) . <br /> 4. Broaden and increase the social work responsibilities of the day <br /> care workers through the proposed restructuring of the services <br /> section. Also, note Illustration of Child Day Care Work Flow on <br /> page 21. <br /> 5. Eliminate the day care unit and re-assign staff (see recommended <br /> services structure) <br /> 6. Re-assign some existing clerical staff to the individual service <br /> units (see recommended services structure) . While this suggested <br /> change may present some minimal draw-backs in terms of cost, the <br /> efficiency may equal the trade-off. In addition, the .structure <br /> being recommended by this study is not that different (cost-wise) <br /> from the existing structure (please refer to page 22 and note <br /> Orange County Department of Social Services Clerical Support <br /> Comparison as of 2-28-86 ) . <br /> 7. Establish at a minimal, semi-annual staff meetings with all <br /> agency employees. <br /> 8. While the Review Team has submitted a Recommended Organization <br /> Structure for Services, alternate models are also included. <br />
