INTRODUCTION <br /> I. Request for Evaluation <br /> In response to a request from the Orange County Board of <br /> Social Services regarding conducting a study of staffing adequacy <br /> in Income Maintenance and Services, the Region III staff <br /> performed the review during the period February 25-28, 1986. The <br /> Regional Evaluation Team included: <br /> - The Regional Director <br /> -- The Income Maintenance Supervisor <br /> - The two Income Maintenance Representatives assigned to <br /> Orange County Social Services <br /> - The one Service Representative assigned to Orange County <br /> Department of Social Services, and <br /> - The Regional Service Representative who is not assigned to <br /> Orange County Department of Social Services <br /> t.II. Goal <br /> To develop an understanding of staffing adequacy in services <br /> and income maintenance within the Orange County Department of <br /> Social Services in order to provide recommendations. <br /> III. Scope <br /> The review team examined tasks along with functions and <br /> levels of operation of the agency' s services delivery system as <br /> represented in the current organizational chart included herein. <br /> For income maintenance, the findings were based on a Time/Task/ <br /> .Productivity Methodology along with onsite observations and <br /> interviews with supervisory staff (Please. refer to Appendix A) . <br /> For services, the findings were based on pertinent statistical <br /> parameters, onsite observations, and interviews with supervisory <br /> staff. • In addition, all service and clerical staff members were <br /> given a survey form to 'complete and return, and allowed an <br /> . opportunity to discuss any matter desired with a team member with <br /> the understanding that the identity of .the individual would not • <br /> be revealed. More specifically, the services operational <br /> objectives included but were not limited to: <br /> 1. An assessment of each services unit's function and <br /> structure <br /> 2.
