ORANGE COUNTY <br /> INTEROFFICE MEMORANDUM <br /> TO: Board Members <br /> FROM: County Manager - <br /> SUBJECT: Social Services Department Staffing Study by the <br /> South Central Regional Office.; Division of Social <br /> Services, Department of Human Resources <br /> DATE: May 16, 1986 • <br /> Following action last night by the Social Services Board <br /> to accept the report by the. State, I am releasing it for your <br /> review and consideration. It's primary purpose was to <br /> evaluate staffing adequacy through a caseload size comparison <br /> with State standards and through a time/task methodology to <br /> determine productivity levels. While the department scored <br /> well on most counts deficiencies were found in terms of the <br /> number of staff available to handle eligibility determination <br /> (medical and food stamps) , records support at the Chapel Hill <br /> office and the amount of supervisory time available in the <br /> Services Division. The state recommends several measures be <br /> taken including internal reorganization, redistribution of <br /> caseload and staff addition. <br /> An implementation plan will be developed in follow up. <br /> Also the staffing needs are being assessed as part of the <br /> budget formulation process. You will have opportunity to <br /> weigh these shortly when presented as part of the recommended <br /> budget and through any discussion you may wish to hold with <br /> the Social Services Board. <br /> Kenneth R.
