Within "those portions ' of the joint planning area <br /> where the ordinances are administered by the towns, <br /> enforcement efforts through. the use of civil penalties, <br /> criminal penalties, or injunctive relief shall be initiated <br /> by the towns with . the consent and at least the formal <br /> participation by the County. <br /> Section 2.6 Text and Map Amendments. ' <br /> A. Proposed amendments to the zoning map applicable to <br /> the joint planning area shall be referred to the Joint <br /> Planning Advisory Commission (JPAC) and to the governing body <br /> and planning board of each town with respect to proposals. <br /> affecting each town's respective Areas of Primary " Influence. <br /> Orange County shalt establish procedures to ensure that JPAC <br /> and the towns ' governing bodies and planning boards have a <br /> reasonable opportunity to comment on proposed amendments <br /> before the Board of Commissioners makes a final decision. <br /> B. Proposed amendments to the text of this agreement <br /> as well as the joint planning area boundary, the jurisdic- <br /> tional boundary between the Carrboro API and the Chapel Hill <br /> API , and .the land classification districts shown on Exhibit A <br /> (the ten and twenty year transition zones, rural buffer <br /> areas, etc. ) shall also be referred to JPAC for its comments <br /> and recommendations. Such changes shall not become effective <br /> until approved by all parties to this agreement. <br /> C. Whenever Carrboro or Chapel Hill amends the ordin- <br /> ances referenced in subsections 2. 1A and 2. 1B respectively, <br /> they shall refer such amendments to Orange County with a <br /> request that the county make corresponding changes so that <br /> the towns may continue to enforce within their respective <br /> portons of the ten and twenty year transition areas the same <br /> standards that they enforce within their own regulatory <br /> jurisdictions . Orange County may refer such requests to JPAC <br /> for its comments and recommendations . <br /> ARTICLE 3. JOINT PLANNING ADVISORY COMMISSION <br /> Section 3. 1 Joint Planning Advisory Commission Established . <br /> A. A Joint Planning Advisory Commission consisting of <br /> six members is established . The commission shall have the <br /> following composition : <br /> 2 Orange County Planning Board Members <br /> 2 Chapel Hill Planning Board Members <br /> 2 Carrboro Planning Board Members <br /> Commission members from each of the three jurisdictions shall <br /> be appointed by the respective governing boards of those <br /> jurisdictions . if one or more of the three jurisdictions <br /> -4- <br />
