Except as otherwise provided In Section 2.5 and <br /> 2.6, the Town of Chapel Hill shall perform all functions <br /> related to -the administration of the ordinances referenced in <br /> Section 2. 1B. Subject to the remainder of this section, <br /> Chapel Hill shall administer the referenced ordinances just <br /> as if the land were located within the town 's extraterri- <br /> torial planning Jurisdiction. Administration shall include - <br /> the necessary on-site inspections to ensure that the. <br /> developer complies with the applicable ordinance requirements <br /> and the terms and conditions of any permit issued by the Town <br /> of Chapel Hill . <br /> C. Whenever the towns receive an application for a <br /> development permit 'relating to land within the ten and twenty <br /> year transition zones, ( including those portions of these <br /> zones located within the towns ' extraterritorial Jurisdic- <br /> tions) they shall forward a copy of the application and plans <br /> to the Orange County planning department. in processing an <br /> application under this section, the towns shall establish <br /> procedures to ensure that the Orange County Board of <br /> Commissioners, advisory boards, and planning staff have a <br /> reasonable opportunity to make recommendations regarding such <br /> applications. <br /> Section 2.4 Permit Administration in Joint Planning Area <br /> Outside Ten and Twenty Year Transition Areas. <br /> A. Except as otherwise provided in Section 2.6 and the <br /> remaining provisions of this section, Orange County shall <br /> perform all functions related to the administration of the <br /> ordinances referenced in Section 2.2 in the same manner as if <br /> the land were located outside the joint planning area. <br /> S. Whenever the county receives an application for a <br /> development permit relating to land within the joint planning <br /> area but outside the ten and twenty year transition zones, <br /> the county staff shall forward a copy of the application and <br /> plans to the applicable town planning department. In pro- <br /> cessing an application under this section, the county shall <br /> establish procedures to ensure that the towns / respective <br /> governing boards, advisory board and planning staff have a <br /> reasonable opportunity to make recommendations concerning <br /> applications affecting their respective areas of primary <br /> influence. <br /> Section 2.5 Enforcement Remedies . <br /> A. Permit revocation, if necessary and authorized by <br /> ordinance, shall be handled by the same individual or board <br /> authorized to issue the original permit. <br /> -3- <br />
