PURPOSE, DEFINITIONS, EFFECTIVE DATE <br /> Section 1 . 1 Purpose of the Agreement. <br /> The purpose of this agreement is to establish . a method <br /> of coordinated and comprehensive planning in the Orange <br /> County-Chapel Hill-Carrboro Joint Planning . Area, as defined <br /> herein. . <br /> Section 1 .2 Definition of Joint Planning Area. <br /> A. The term "joint planning area" as used in this <br /> agreement refers to that area lying ouside the extraterri - <br /> torial planning jurisdiction of Carrboro and Chapel Hill but <br /> within the- joint planning boundary designated on the map <br /> attached to this agreement as Exhibit A and incorporated <br /> herein. The term also refers to the area shown on modifica- <br /> ions of Exhibit A if the joint planning area boundary is <br /> amended pursuant to -Section 2.6 of this agreement. <br /> B. Exhibit A shows a line running from north to south <br /> that divides the joint planning area into -a western segment, <br /> where Carrboro's interests are paramount, and an eastern <br /> segment, where Chapel Hill 's interests are paramount. These <br /> two areas are referred to throughout the remainder of this <br /> agreement as the Carrboro Area of Primary Influence (API ) and <br /> the Chapel Hill Area of Primary influence (API ) , respec- <br /> tively. <br /> C. The terms "ten-year transition zone" and "twenty- <br /> year transition zone" refer to those areas so designated on <br /> Exhibit A, as the same may be modified in accordance with the <br /> provisions of Section 2.6 of this agreement. <br /> -1 - <br />
