MARTIN <br /> GOVERNOR <br /> RAPE PREVENTION MONTH <br /> 1986 <br /> BY THE GOVERNOR OF THE STATE OF NORTH CAROLINA <br /> A PROCLAMATION <br /> Forcible rape, or carnal knowledge of a female through <br /> the use of force or the threat of force, continues to rise in <br /> our increasingly complex and tension-filled society. Too <br /> often, the burden for rape prevention is placed on females; <br /> yet, those who perpetrate such crimes must learn that forcing <br /> themselves upon any unwilling female qualifies as a rape. <br /> Acquaintance rape is the most difficult crime to combat, <br /> since many men are taught extreme aggressiveness from <br /> infancy. Rapes occur most frequently between acquaintances, <br /> with fifty-seven percent of all victims knowing their <br /> assailants. Forty-nine percent of all rapes occur in the <br /> home of either the victim or the offender. <br /> Rape in North Carolina has increased more quickly than <br /> any other violent crime in recent years -- sixty percent <br /> since 1976 -- and a rape is reported to law enforcement <br /> officers every six hours. Despite such grim statistics, rape <br /> crisis centers, law enforcement, and other social service <br /> agencies can provide training to lessen the likelihood of <br /> assault. <br /> NOW, THEREFORE, I, JAMES G. MARTIN, Governor of the <br /> State of North Carolina, do hereby proclaim the month of <br /> June, 1986, as "Rape Prevention Month" in North Carolina, and <br /> urge all our citizens to recognize the threat of acquaintance <br /> rape and join in preventing the incidence of forcible rape in <br /> our society. <br /> IN WITNESS WHEREOF, I have hereunto set my hand and <br /> affixed the Great Seal of the State of North Carolina at the <br /> Capitol in Raleigh this fourteenth day of April in the year <br /> of our Lord nineteen hundred and eighty-six, and of the <br /> Independence of the United States of America the two hundred <br /> and ninth.y .- Ad�ar <br /> • -._, . •15 4 <br /> . <br /> A „AI* <br /> � ' ice > JAMES G.
