Smith responded yes, citing Town
Board action. Margison asked if this decision was
made with awareness of other projects. Smith
responded they had considered this project while
considering three other major projects.
Best cited a statement from Collins' memorandum.
Halters noted Hillsborough controls extensions and
in the absence of a northern Orange County policy
It is hard to say there would not be enough water
if improvements were made. He added that other
projects are being approved by the Town for water
extension .
Kramer raised the question of fairness citing that
letters from Hillsborough had been accepted for
past projects .
Jacobs noted that he attended the Hillsborough
Commissioners' meeting at which Scotswood was
discussed and an attempt to total water usage was
only made subsequent to Scotswood approval .
Pilkey felt it was hard to get an accurate picture
adding she was skeptical about Johnson's figures
and was concerned with new projects coming in.
Shanklin noted everyone was concerned to varying
degrees with raw water supply.
Kramer suggestion a narrower interpretation of the
issue given the acceptance of past letters of
approval from the Town .
