05 , <br /> and look to phasing or staggering impacts to _lessen the hurden on <br /> our transportation infrastructure, especially while thoroughfare <br /> and road improvement planning is intensifying around Hillsborough <br /> and Orange County. <br /> Further, we ask the Orange County commissioners to join <br /> us in lobbying our legislators for a saner system by which <br /> counties can evaluate and address their own road priorities. <br /> - The planned development procedure can work to the <br /> benefit of developers and orange County, but only if more <br /> aggressive measures are taken to facilitate early negotiation of <br /> differences, if a more predictable system of requirements is <br /> established, and if a system of incentives and disincentives is <br /> formulated that will reward and ensure good faith bargaining. <br /> Orange County deserves hetter than a procedure whereby a <br /> developer can net away with pious nosturinns proclaiming he will <br /> be "happy to fulfill" the wishes of citizens and officials even <br /> as he fails to voluntarily adopt any of the record 41 conditions <br /> recommended by the Planning Staff and Planning Board. <br /> -30 <br />
