For example, - the widening .of South Columbia <br /> Street between Manning Drive and the Bypass will be funded from - <br /> the Federal-Aid Urban category. <br /> Transportation System Maintenance (TSM) improvements are <br /> generally "adjustments" -to the transportation system -- <br /> improvements that are not as capital-intensive and not as <br /> expensive as major road improvements. TSM improvements can <br /> generally be implemented on a faster time schedule than other <br /> improvements. <br /> Attached are the Manager's recommendation and two alternative <br /> priority lists recommended by the Planning Board and <br /> Transportation Board. (Included on all. 3 recommendations is a <br /> new request for funding of signalization improvements. ) <br /> Recommendations <br /> Planning Board Recommendation: That the Council adopt the <br /> attached Resolution C, identical to the Manager's recommended . <br /> list, except it: <br /> - Eliminates the proposal to extend and improve frontage <br /> roads along 15-501 from Franklin Street to 1-40 <br /> - Combines the Sage Road/Scarlette intersection work into <br /> the entire 15-501 corridor improvements <br /> Transportation Board Recommendation: That the Council adopt the <br /> attached Resolution B, identical to the Manager's list, except <br /> it: <br /> - Adds the proposed improvements to Estes/Airport <br /> intersection to TSM category <br /> - Adds widening and improving Estes Drive from Franklin <br /> Street to Carrboro town limits in this as the third <br /> priority under Secondary category <br /> - Ranks Estes Drive improvements as the third priority <br /> under Secondary category <br /> Manager's Recommendation: <br /> That the Council adopt the attached Resolution C, listing Town <br /> priorities for the State's Transportation Improvement Program <br /> (same as last year's request, with the addition of a traffic <br /> signalization system and intersection improvements under <br /> "Transportation System Maintenance") . <br />
