Taylor, Town Manager <br /> SUBJECT: Request for projects to be included in the State <br /> Highway Improvement Program <br /> DATE: April 28, 1986 <br /> The North Carolina Board of Transportation will hold public <br /> hearings during May and June to gather information on state-wide <br /> transportation needs. The meeting for our highway district will <br /> be held at Guilford Technical Community College, Business Careers <br /> Auditorium, Jamestown, on May 12, 1986. Information presented at <br /> these hearings will be used to update the State's Transportation <br /> Improvement Program. The State's Transportation Improvement <br /> Program schedules Federal and State funds for transportation <br /> projects state-wide. <br /> Attached is the Manager's Recommended List of highway projects <br /> needed for Chapel Hill. The priority ranking that we propose is <br /> based on previous requests made to the State as well as on our <br /> analysis of congestion currently experienced in the community. <br /> All of the projects listed are consistent with the Town' s adopted <br /> Thoroughfare Plan. Since the State has separate sources of <br /> highway improvement funds, we recommend a priority list for each <br /> source of funds. We also recommend including requests that <br /> bikeway facilities be included in roadway improvements and that <br /> we be allowed to participate in designing new facilities. The <br /> recommended resolution also states that we continue to support <br /> projects currently programmed for Chapel Hill. <br /> The requests are grouped by four Federal funding sources. These <br /> highway funding categories include: Federal-Aid Primary, <br /> Federal-Aid Secondary, Federal-Aid Urban, and Transportation <br /> System Maintenance. <br /> Federal-Aid Primary routes within our community include : <br /> - US 15-501 from the Durham County Line to Franklin Street <br /> -- US 15-501 Bypass <br /> - US 15-501 from the Bypass to the Chatham County line <br /> - NC 54 from the Durham County line to the Bypass. <br /> Federal-Aid Secondary routes include major State-maintained <br /> roads outside the city limits. These include: <br /> -- NC 54 between the Durham County line and the new 1-40 <br /> interchange <br /> - NC 86 north of Homestead Road <br />
