C. 27278 <br /> Dear Chairman Willhoit: <br /> I have just been informed that Hillsborough's application for a Farmers <br /> Home Administration loan to construct an elevated water tank, and make other <br /> system improvements on the north side of Town may not be approved by the State. <br /> The State's action is apparently based on concern about the shortage of water <br /> supplies in northern Orange County. Although we are still awaiting written <br /> comments, approval of the new tank and other system improvements may be possible <br /> only if Hillsborough restricts the addition of new water customers in areas <br /> served by the new tank. The State may insist on such a limit to hold down <br /> new demands for water from our limited existing supplies. <br /> This development dramatically illustrates the need to proceed without <br /> delay to construct a new reservoir and make other improvements to increase <br /> water supplies available to northern Orange County. As you know, the Town <br /> Board appointed a special committee at its last meetin to <br /> water supply plans, in conjunction with the Count g prepare appropriate <br /> water needs. County, to meet our long-term <br /> In light of the action by the State, which could either block much <br /> needed improvements to alleviate existing water pressure problems in northern <br /> Hillsborough or result in a limited moratorium on growth in Hillsborough, <br /> I am requesting that the County Board of Commissioners postpone action on the <br /> rezoning of Scotswood until further information is available. It may well <br /> be that Scotswood could fall within the area affected by a limit on new <br /> customers, if such a limit should become necessary.
