alum of 3iIilløburnugfl
HILLSBOROUGH, NORTH CAROLINA 27278
Frank H. Sheffield, Jr.
Mayor :111: • The Office of the Mayor
[Tin
May 5, 1986
Honorable Don Willhoit
Chairman, Orange County Board of Commissioners
106 E. Margaret Lane
Hillsborough, N. C. 27278
Dear Chairman Willhoit:
I have just been informed that Hillsborough's application for a Farmers
Home Administration loan to construct an elevated water tank, and make other
system improvements on the north side of Town may not be approved by the State.
The State's action is apparently based on concern about the shortage of water
supplies in northern Orange County. Although we are still awaiting written
comments, approval of the new tank and other system improvements may be possible
only if Hillsborough restricts the addition of new water customers in areas
served by the new tank. The State may insist on such a limit to hold down
new demands for water from our limited existing supplies.
This development dramatically illustrates the need to proceed without
delay to construct a new reservoir and make other improvements to increase
water supplies available to northern Orange County. As you know, the Town
Board appointed a special committee at its last meetin to
water supply plans, in conjunction with the Count g prepare appropriate
water needs. County, to meet our long-term
In light of the action by the State, which could either block much
needed improvements to alleviate existing water pressure problems in northern
Hillsborough or result in a limited moratorium on growth in Hillsborough,
I am requesting that the County Board of Commissioners postpone action on the
rezoning of Scotswood until further information is available. It may well
be that Scotswood could fall within the area affected by a limit on new
customers, if such a limit should become necessary. For that reason, I feel
that a postponement on the zoning decision for Scotswood is appropriate.
Sincerely,
jriuk,
Frank Sheffield / C
FS/jc Mayor
cc: Town Board Members
County Commissioners
