ATTACHMENT TO 4/21/86 PLANNING BOARD MINUTES
SCOTSWOOID
"In some places, great changes have been wrought by the
increase of trade and the busy hum of manufacture, but not so
with Hillsborough. It remains as it was in olden times, the home
of some of North Carolina's great men, the summer residence of
the wealthy citizens of the east, and is much admired for the
beauty of its surrounding scenery. Devoid of all art, it has
received a share of the blessings of Providence. . . Long may the
whole town -- a relic of the days when our forefathers fought and
bled - be a place to which the busy merchant may make a pilgrimage
when weighted down by the labors of the dusty city. Let it
remain an altar at whose shrine the poet, the historian, the
statesman can worship, as having been hallowed by associations
dear to all . "
H.E. Colton, 1856
Perhaps Scotswood ' s greatest service to Orange County is
the Quality of discourse and thought it has engendered among
citizens, planners and other officials. Regardless of the
project's relative merits, or lack thereof, I believe I speak for
the majority of the Orange County Plannino hoard when I state
that consideration of Scotswood has led to a commitment to the
following positions:
-- Phasing of this and other large developments is
essential to addressing concerns of health, safety and welfare.
This is particularly true not only in regard to water
availability, but in terms of ameliorating traffic impacts.
Standard N.C. Department of Transportation procedure requires
that our communities choke in traffic helor_e problems are
addressed . We cannot accent this as our county's sole response,
