Regardless of the <br /> project's relative merits, or lack thereof, I believe I speak for <br /> the majority of the Orange County Plannino hoard when I state <br /> that consideration of Scotswood has led to a commitment to the <br /> following positions: <br /> -- Phasing of this and other large developments is <br /> essential to addressing concerns of health, safety and welfare. <br /> This is particularly true not only in regard to water <br /> availability, but in terms of ameliorating traffic impacts. <br /> Standard N.C. Department of Transportation procedure requires <br /> that our communities choke in traffic helor_e problems are <br /> addressed . We cannot accent this as our county's sole response, <br />
