24t <br /> DRAFT PLANNING BOARD MINUTES 11 <br /> signs in accordance with Orange County standards at <br /> all intersections <br /> 3) reference to the recorded Homeowners Association <br /> Bylaws, Articles of incorporation and Declaration <br /> of Covenants by deed book and page number. <br /> Collins informed the Board that the County has <br /> received an official letter of intent from the City <br /> of Burlington entering into an agreement to provide <br /> up to 1 .2 mgd of water during drought situations. <br /> The engineering for the water lines which will <br /> provide the connection between Burlington, Graham <br /> and the Orange Alamance Water System will begin <br /> very soon. Also, the County Manager and John Wray: <br /> with the Division of Water Resources, have met and <br /> negotiated in stream flow standards which would <br /> apply and these do match up with what the Natural <br /> Resources Sub-Committee of the Planning Board has <br /> recommended which is 1 .1 mgd. That would be <br /> decreased during drought periods depending upon the <br /> stage of the drought and the level of the lakes. <br /> Collins continued that the State is drafting a <br /> letter stating the above and also sending a <br /> proposal to the County which identifies how the in- <br /> stream flow requirement would be lowered during <br /> periods of drought. He noted that the 1 .2 mgd from <br /> the City of Burlington would kick in when the level <br /> of water in Lake Orange is down to 60% of the safe <br /> yield of the lake. According to the County Manager <br /> as well as the State, this will place the County in <br /> a good position as far as water supply for the <br /> interim period. <br /> Best inquired if the lines from Burlington were <br /> already in place. Collins responded the lines were <br /> there but some upgrading needs to be done. Best <br /> continued asking the source of funding for the <br /> upgrading. Collins responded that Orange County <br /> would be responsible for the upgrading and possibly <br /> some of the other water providers within the County <br /> would contribute. He indicated the State had given <br /> the County some grant funds which can be used for <br /> water or sewer and some of these funds would <br /> probably be used for the upgrading of the lines. <br /> Best expressed concerns that more than just the <br /> users of the water would be sharing the cost . <br /> Collins noted that the water provider who needed <br /> the water would be the purchaser. <br /> Jacobs inquired why the construction of Oakdale <br /> Drive Extension was to be in a later phase. Smith <br /> explained that 2/3 of the Oakdale Drive project <br />
