Thus, resolutions of consideration do not <br /> provide any certainty regarding which jurisdiction may annex <br /> Homestead Highlands in the future. <br /> Mutual Boundary Agreement <br /> Both jurisdictions have indicated that it would be <br /> highly desirable to adopt a mutual growth boundary beyond which <br /> neither jurisdiction would annex. Both have indicated, however, <br /> that adoption of such a boundary would require staff analysis <br /> first, then governing board review and action. No time estimate <br /> could be provided for the length of the process. <br /> SERVICE IMPLICATIONS <br /> The primary area of concern voiced at the initial <br /> hearing was related to fire service districts and the potential <br /> loss of revenue through annexation of development by a <br /> municipality.
