How will Chapel Hill and Carrboro deal with the <br /> annexation implications associated with the tract? <br /> 2. How will service agencies such as volunteer fire <br /> departments be affected by annexation of development? <br /> Representatives of the Towns of Chapel Hill and <br /> Carrboro were contacted. Comments of each jurisdiction related <br /> to the above mentioned issues are listed below. <br /> ANNEXATION IMPLICATIONS <br /> Both Chapel Hill and Carrboro are N.C. Municipalities <br /> with populations greater than 5 ,000 persons. As such, the <br /> communities are permitted to extend their corporate limits by any <br /> of the following means: <br /> 1 . Annexation by petition - Contiguous areas <br /> -. Satellite areas <br /> 2. Annexation by municipal -action <br /> Since the Homestead Highlands tract is not contiguous <br /> to the corporate limits of either Town, annexation would occur <br /> through municipal action or through petition of a satellite area. <br /> Satelli.tg Annexation <br /> Even though the Homestead Highlands tract is located <br /> in the Carrboro Joint Planning Area , the property is closer to <br /> the Chapel Hill corporate limits.
