One is to reschedule
other projects as shown. If the projects cannot be rescheduled
then alternative two would apply which is to seek additional
sources of revenue (bond issue, extension of the property tax
dedicated to school capital, an additional 1/2 sales tax, a
school impact fee funding from the General Fund due to lessened
debt service requirements) . Apart from the cost increases in
the two school system projects there are other capital needs not
yet reflected in the Long Range Capital Financing Plan which
could bring about the need for other revenue.
RECOMMENDATION(S) :
(1) Adopt the accompanying resolution authorizing the school
system to award bids and execute contracts for the base
project plus the surfacing of the parking lot and driveway.
(2) Adopt the funding policy called for in Alternative No. 1 for
the School Capital Reserve Fund Long Range Plan and Budget
whereby the High School and the Multipurpose Space projects
are completed within the revenue structure already in
existence in the plan. This would be accomplished by
rescheduling the remainder of the Chapel Hill-Carrboro
System projects.
