INFORMATION CONTACT: MANAGER'S
OFFICE, X501
TELEPHONE NUMBER:
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To consider revised funding approaches to authorize the Orange
County School System to award bids and execute contracts for the
Orange High School project and to accommodate the Chapel Hill
Carrboro School System request to expand the construction plans
for Glenwood and Estes Hills Multipurpose Projects.
NEED: Both systems have requested expansion funds for two projects
based upon bid results or change in the scope-of-work intended.
Orange High Renovation/Expansion was bid with three alterna-
tives. The low bids range from $2,135,288 for the base project
only to $2,761,771 for the base project plus the media center,
auxiliary gymnasium and surfacing of the parking lot and drive-
way. Neither figure includes architect fees, contingency or the
cost of a project coordinator. Based upon previous estimate by
the school system $2 million was set aside in a Long Range
Finance Plan for the project.
Chapel Hill-Carrboro School System has revised its plan for the
two approved buildings at Glenwood and Estes Hills to include
classroom space for the special activities of art, music and
computer labs. The architect's estimate, based upon preliminary
drawing, is that the resulting increase in size (from 8,000 to
12, 000 square feet) will raise the $816,000 to $1.8 million.
The existing Long Range Financing Plan includes the $816,000
amount phased over two years.
The Orange County Finance Director has developed alternatives
for funding the increased costs through revisions to the Long
Range Plan as outlined in a May 1, 1986 memorandum (attached) .
Orange High could be completed under the existing Long Range
Plan providing authorization were given to award bids and
execute contracts for the base project plus the resurfacing of
